The use of all cell phones by novice drivers is restricted in 37 states and the District of Columbia. Texting while driving is a no no in 46 States. The fines can be enormous. Alaska's fine for texting while driving is a whopping $10,000, Utah $750, Oregon and Illinois $500, but currently only $30 in Florida and $20 in California. Places like Texas, Oklahoma, New Mexico and Arizona there are no bans for hands free driving or texting with some variation for novice drivers who are banned from texting in (Missouri and Texas).
Many city governments have enacted and enforce their own bans on mobile phones or text messaging. In some but not all states, local jurisdictions need specific statutory authority to do so. In addition, most school bus drivers are banned from texting and using hand-held Smartphones by state code, regulation or school district policy.
